Instructors should be able to manage their computer files and be able to create and delete files and folders, and move and copy files and folders using the My Computer window and Windows Explorer. 

File Manager is the term used to describe the locations of the files and folders in your computer.

Windows Explorer is a tool that allows you to browse, view, copy, and delete files.
